Solution
I performed quite a few troubleshooting steps but was unable to get past the error and what finally worked for me was to rerun the Setup or Remove Skype for Business Server Components in the Skype for Business Server 2015 – Deployment Wizard console:

In my case a similar issue but i had the following in the logs:
ExecServiceConfig: Error 0x80070424: Failed to get service: RTCASMCU
And in fact in the topology i had not enabled conferencingserver for this pool,
validation of this server component seems to be failing in the patchinstaller
Anyway
The solution was to change the topology deploy the conferencing server and run step 2 as you said
After that the patch will sucesfully run for OcsMcu.msp

I ran into this same issue with KB3199093 on my 2 edge servers.
I tried Terence's trick of rerunning the deployment tool on one box, but that failed, complaining about disk space. The issue is that the database operations wanted 32gig free, even though we'll never need it…
bumped the VM up, reran the deploy to make sure things weren't in a weird place, then applied the patch on that box, and it was fine.
On the second box, I just bumped the space, and the patch applied cleanly.
I had a similar error, but for me the issue was that the PS module for SFB was not in the PSmodulePath Environment variable
used the process detailed here to add it to the system variable path https://msdn.microsoft.com/en-us/library/dd878326(v=vs.85).aspx
I had the same problem. The reason turned out to be lack of disk space on the edge server. The patch install gave a cryptic error message (server.msp) but the Skype setup wizard pointed me in the right direction. Seems that there is some formula relative to the size of the local Skype DB.
Thanks Terence, your solution to re run the deployment wizard helped me with the latest January 2019 CU update on 1x of my Enterprise Frontend servers which updated all the components, except update for Skype for Business (same errors and logs as yours)

I had the same error, but Remote Registy was started.
I solved the issue extending disk because SQL needs 32Gb of free diskspace.
After have extended the disk the update was applied successful

If you installed your DB on another drive, and your system drive is below 32GB, this should work :
Here's what you need to do when you have you databases on an alternative drive and your OS drive doesn't have 32GB:
Find the correct path to the CsData folder
Run the CU installer utility (it will fail at server.msp)
Open PowerShell as an admin on the front end you are trying to install the CU on, run the command Install-CsDatabase -LocalDatabases -DatabasePaths -Update
Re-run the CU installer, server.msp should install now
